In 2020, the White House issued an executive order encouraging federal employers to waive degree requirements in order to modernize recruitment by making opportunities more accessible to qualified workers who don’t have college degrees. This marked a major turning point in the growing use of skills-based hiring. The State of Skills-Based Hiring 2022 found 76 percent of employers use some skills-based hiring to find new talent, and 55 percent use role-specific skills tests to fill roles.
