CROWN (Creating a Respectful and Open World for Natural Hair) Act

October 2025

This resource explains the origins and impact of the CROWN Act, legislation designed to end race-based hair discrimination in workplaces and schools. First passed in California in 2019, the Act—supported by the CROWN Coalition led by Dove—has now been adopted in 27 states. The guide includes research findings from Dove showing Black women’s hair is 2.5 times more likely to be viewed as “unprofessional” and outlines best practices for employers, including bias-free dress codes, inclusive grooming standards, and policy audits to ensure compliance and support authentic expression at work.
